RECOVERY ACT. **FOR INFORMATIONAL PURPOSES ONLY, PLEASE DO NOT REPLY** This initiative is to allow for the continuation of the development of a short-and long-term Tactical Plan for transitioning towards and implementing enterprise-wide, scalable, and secure exchange of information based on CMS' strategic direction for these endeavors. In addition, this transition Tactical Plan must also include detailed, discrete steps for consolidating CMS various mechanisms for collecting Clinical Quality Measures (CQM) data, which is a major component of strategic and tactical efforts of robust information exchange as CMS moves beyond Fee-For-Service (pay-for-volume) towards pay-for-performance and pay-for-value.
The purpose of this HITECH modification is to develop a proof of concept/propotoype that will improve the current CQM validation process and to continue to plan for a pilot program prior to enterprise-wide implementation. The Contractor shall deliver the prototype, which will have undergone testing with a defined number of measures and with a small population of users, as well as a plan for a pilot program, by the end of the option period.
