A1) The NASA Procedural Requirements (NPRs)and the other applicable documents are accessible via the world wide web: http://nodis3.gsfc.nasa.gov/main_lib.htm l .

Q2) As a Small HUBZone, can the Parity Rule be used to allow us to compete on this solicitation?

A2) The Parity Rule, which clarifies parity between the 8(a), HUBZone, and the SDVOSB Programs, does not apply in this case because the requirement is currently under the 8(a) program and will remain in the 8(a) program.

Q3) How are potential suppliers to respond to this notice (email, fax, mail, etc)?

National Aeronautics and Space Administration(NASA)/Goddard Space Flight Center(GSFC) is hereby soliciting information about potential sources for Programmatic and Institutional Learning Services to be provided to NASA Headquarters (HQ), GSFC, and potentially other NASA Centers. NASA HQ, GSFC, and other NASA Centers, sponsor and host numerous events throughout the year to disseminate administrative, scientific, and technical information. They require logistical, coordination, and management support to successfully conduct these events which may be held at various locations including local, national, and international sites. The events are attended by subject matter specialists from other agencies, state governments, private industry, research institutions and universities and colleges throughout the United States, with frequent participation by persons from foreign countries. Events may include, but are not limited to, conferences, peer reviews, colloquia, symposia, workshops, tradeshows, and various meeting formats. NASA is seeking capability statements from all interested 8(a) parties. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of four(4) pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; number of years in business; affiliate information: parent company, joint venture partners, accounting system approval status (complete, pending [identify tentative date for which approval will be complete], no approved accounting), and potential teaming partners. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
