THE PURPOSE OF AMENDMENT 005 IS TO CANCEL SOLICITATION DE-SOL-0005227 DUE TO A CHANGE IN PROCUREMENT STRATEGY

The purpose of this amendment is as follows.

1. This amendment changes the release date of answers to potential offerors questions to the solicitation and due date of proposals.

Accordingly:

A. General Information

Questions regarding this requirement must be submitted NO LATER THAN 11:00 a.m. on March 22, 2013 Washington, DC Local Time using the submit questions feature within FedConnect for the particular solicitation. Questions received after the due date or transmitted by any other method will not be answered. The Governments responses to the questions will be released approximately on May 3, 2013. There will be no pre-proposal conference.

The due date for proposal submission through FedConnect is NO LATER THAN 5:00 p.m. on May 31, 2013, Washington, DC Local Time. Proposals received after the exact due date and time specified for receipt of quotes will not be considered.

All other terms and conditions remain unchanged.

Selection Process Price Proposal The proposed labor rates must be based on the contractor?s GSA Schedule, distributed by GSA labor categories, hours, rates, including discounts where offered. The proposed labor categories and hours shall comport with the technical proposal. Each contractor is strongly encouraged to offer discounts on all labor categories. The pricing proposal shall be based on an award date of May 13, 2013. All Offerors are required to propose extended pricing data for each year including labor category, proposed number of Direct Productive Labor Hours (DPLH), hourly rate of labor categories, and total cost of each labor category for a total proposed amount for each year. All other terms and conditions remain unchanged.

Solicitation is a recompete to support the Department of Energy (DOE) Office of Nuclear Energy requirement for Administrative Management and General Management Services. Using the GSA Professional Engineering Services (PES) MOBIS Schedule 874; a task order will be awarded for an expected one (1) year based period with 2 (two) 12 month option periods.
