SOLICITATION N00019-15-R-2004 IS AMENDED AND HEREBY EXTENDED ONLY FOR THOSE OFFERORS WHO PREVIOUSLY SUBMITTED A PROPOSAL.
It was noted that the conform copy posted 10 January 2017 included clauses that were not in the original RFP or added via amendments 0001 through 0003. It was not the intent to add these clauses. The purpose of this post is to provide a corrected conform copy of the solicitation with those clauses removed, and is intended for administrative purposes only.
A corrected conform version of Solicitation N00019-15-R-2004 through Amendment 0003 is included with this posting.
Amendment 0003 to the solictiation is now posted. Proposal response dates remain at 17 January 2017. Changed to the solicitation are noted within N00019-15-R-2004-0003 and the associated Section L Attachments. A conform copy of the solicitation has also been posted.
This posting is also providing responses to industry questions 287-295 along with some additional data as requested.

Naval Air Systems Command (NAVAIR), Maritime, Patrol, and Reconnaissance Aircraft (PMA-290) intends to post an additional amendment to update the H-1 clause language, correct option 3 primary quantity from 11 to 15 in Part B Engine, and incorporate additional clarifications.
The Government shall not disclose Licensed Technical Data to any entity that has not provided the Government a singed Use and Non-Disclosure Agreement (see Attachment 14 Use and Non-Disclosure Agreement for Boeing Licensed Data - Offeror) binding itself to the limited use and handling restrictions outlined in the H-2 Clause of solicitation N00019-15-R-2004. Release and submittal of the Licensed Technical data, in compact disc format, shall be shipped to interested parties that have provided the Government Attachment 14 for the purpose of submitting a proposal in response to solicitation N00019-15-R-2004.
The Proposal submittal date for this solicitation N00019-15-R-2004 is hereby updated to 9 January 2017 (1000 Eastern Time).

Naval Air Systems Command (NAVAIR), Maritime, Patrol, and Reconnaissance Aircraft (PMA-290), announces its intention to issue a Multiple Award Indefinite Delivery Indefinite Quantity contract to procure depot level maintenance actions for both the airframe and engine of the P-8A Poseidon aircraft. The Government expects to select two Offerors for each Depot requirement (Part A - Airframe Depot maintenance and Part B - Engine Depot maintenance) on the basis of the proposals providing the "best value" to the Government, all factors considered.
Offerors may submit a proposal for Part A - Airframe Depot maintenance, Part B - Engine Depot maintenance, and/or Part A - Airframe Depot maintenance and Part B - Engine Depot maintenance as a combined proposal. The Government reserves the right to award either a Part A - Airframe Depot maintenance contract, a Part B - Engine Depot maintenance contract or a combined Airframe Depot and Engine Depot maintenance contract. In the event a single entity or Offeror offers both a single proposal for one of the Depots (e.g., Part A - Airframe) and as part of a combined proposal (e.g., the Part A - Airframe portion of a combined proposal), the Government will not award both Depots (in this example, Part A - Airframe) to that entity or Offeror, and will select at the Government's sole discretion which of the two (i.e., either the Offeror's single proposal or the Offeror's proposal that is part of a combined proposal)) is deemed to be in the Government's best interest.
THIS RFP SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
The P-8A Poseidon is a heavily militarized derivative of the globally deployed, commercially supported Boeing 737-800 airframe and commercial CFM56-7B27A/3 and CFM56-7B27AE series engines. The P-8A support strategy is designed to incorporate the best features from commercial support system infrastructures. The objective is to integrate the latest in technical support innovations with existing commercial operations and continual product and process improvements. The planned maintenance support efforts will leverage the commercial industrial base for the P-8A airframe and engine depot maintenance.
It should be noted that this effort is a cooperative program between the United States Department of Defense (US DoD) and the Australian Department of Defense (Australian DoD). Accordingly, project information developed by the Contractor shall be accessible to the Australian DoD.
In accordance with Section H-2, the Government will provide Offerors access to technical data sufficient to understand the work requirement and construct and deliver a proposal in response to Request for Proposal N00019-15-R-2004. The Government shall not disclose the Licensed Data to any entity that has not provided to the Government a written agreement binding itself to use the Licensed Data only in connection with responding to RFP N00019-15-R-2004 (Attachment 14 Use and Non-Disclosure Agreement for Boeing Licensed Data - Proposal).
