Notice of Intent to Sole Source
The Department of Housing and Urban Development, The Office of Housing Counseling (OHC) proposes to enter into a contract on a basis of other than full and open competition under statutory exceptions in accordance with FAR 13.501(a)(1)(ii)under the Commercial Items Test Program for commercial items under section 4202 of the Clinger-Cohen Act of 1996 or the Services Acquisition Reform Act of 2003 (41 USC 428a {41 USC 1903 and 1904), with CredAbility, 270 Peachtree St, NW, Suite 1800, Atlanta, GA 30303 - 3066, (404) 653-8810; Fax (404) 260-3303. CredAbility is unique among HUD-approved national housing counseling intermediaries in that it maintains an extensive research dataset on its HECM clients, and that dataset provides much more detailed information on the financial condition of HECM applicants over time than is available from any other readily available source. Participation of CredAbility in the study is of critical importance to Ohio State University researchers because of the extensive historical database on HECM clients that CredAbility maintains, and because CredAbility is an existing partner with OSU in both the MacArthur Foundation and HUD grants funding other parts of this research.
This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined above. A request for documentation will not be considered as an affirmative response. If not responses are received with 5 days, January 6, 2014 2:00 pm EST, after publication of this notice to the effect comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
