NASA/JSC has a requirement for Ramp Sweeping Services for the two NASA ramp areas located at Ellington Airport, Houston, Texas. Each NASA ramp area will be swept by the contractor, at a minimum of once per week. In the event that Foreign Object Debris (FOD) is discovered by personnel in either of the NASA ramp areas, the contractor will respond to NASA ramp sweeping requests, by performing ramp sweeping(s) in the affected location(s), within 30 minutes of the request.
NASA/JSC intends to purchase the services from the City of Houston (Aviation Division). This decision is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 13, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
