The USACE Marine Design Center, through the Philadelphia District intends to initiate a Request for Quote (RFQ) procurement for material and services required to upgrade HVAC systems aboard Service Barge 185, operated by the Huntington, WV District. The project will improve the onboard habitability conditions, reduce operating and maintenance costs, and replace 25-year old HVAC equipment components whose useful lives are over.

The Contractor shall procure and install two large air handlers and condensers, new thermostatic controls and exhaust fans to provide a complete and functioning HVAC system. Upon satisfactory completion of the installation the Contractor shall operationally test the performance of the new equipment. All work will be performed with the vessel docked at a Corps mooring facility in Felicity, OH.

The source selection process will be based on the lowest priced-technically acceptable offer. The source selection evaluation factors are:
1. Product
2. Installation and Schedule
3. Past Experience
4. Price

RFQ No. W912BU-11-T-0056 will be available on or about 18 Sep 2011. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date.
