The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, CA intends to award a purchase order on a sole source basis in approximately May2014 to four vendors.

The four contractors shall provide 2 water purification units each. The small unit water purifier must be man portable, capable of treating brackish, fresh, and salt water from sources up to 45000 ppm. The unit must produce 16 gallons per hour and a minimum of 200 gallons per day from a salt water source. The desired capability is 50 gallons per hour and 400 gallons per day from a fresh water source. The power requirements must be compatible with a 2K generator, meet the TB MED 577 standard to include a chlorine residual for water not immediately consumed, and operate between 32 and 120 degrees Fahrenheit.

Government market research has identified 57 products and 26 vendors with potential. Based on analysis, four products will be field tested to refine the Government's need. It is not practical to purchase and test each unit on the market, and the Government can best refine its requirements through iterative assessments of several products identified through market research to closely meet some or all of the requirements.

NAVFAC EXWC intends to execute this action as four sole source awards of approximately $25K each, solely for the purpose of obtaining two units for limited evaluation in order to refine the Government's requirements.

The sole source awards will not result in a follow-on procurement.
