The purpose of amendment 0005 is to cancel this solicitation.

The purpose of amendment 0004 is to provide answers to questions submitted and clarify the numbering of amendments under this solicitation. Please see attachments.  The due date has not changed as a result of this amendment.

The purpose of amendment 0002 is to remove all "Emergency Response" and "Training" aspects of this requirement.  As a result, corrections and replacements have been made to Section C Statement of Work, Section D.1, Section J Attachments, and Section L.2.  Attached please find an updated copy of the solicitation.  Due date and submission of questions remains unchanged.

The purpose of amendment 0001 is to correct and replace Section B of the solicitation.  Please see attached replacement pages, changes are indicated with a vertical line in the right margin.  Corrected Section B documents for each State are attached as well.  The due date and submission of questions remains unchanged.

The Drug Enforcement Administration (DEA) has a requirement for the emergency response cleanup, management, and disposal of hazardous waste.  The applicable North American Industry Classification System (NAICS) is 562112, Hazardous Waste Collection.  The Small Business Size Standard is $12.5 Million.  DEA has a need to secure the services of one contractor in each state of Arkansas, Florida, Illinois, Indiana, Kansas, Kentucky, Michigan, Mississippi, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Tennessee, and Virginia.  A certified/qualified contractor is need to (1) perform emergency response, cleanup, and disposal services of hazardous and non-hazardous waste encountered at clandestine drug laboratories; and (2) pickup, transport, and dispose of hazardous and non-hazardous waste stored at state and local Authorized Central Storage (ACS) locations.

The Government intends to procure these services in accordance with FAR Part 15, Contracting by Negotiations.  It is anticipated that this acquisition will result in the award of a single fixed price, time and materials/labor hour, indefinite delivery/indefinite quantity contract for each state listed.  The anticipated period of performance will consist of one 12 month base period plus four 12 month option periods.

The Drug Enforcement Administration (DEA) has a requirement for hazardous waste removal and disposal services at DEA locations nationwide. The request for proposals (RFP) will be a Full and Open procurement and will be issued on/or about April 1, 2013 at the Federal Business Opportunities website at http://www.fbo.gov. Hard copies of the RFP will not be available. Potential offerors are responsible for downloading their own copies of the solicitation and any amendments. No telephone or fax requests will be accepted. This solicitation does not commit the government to pay any cost incurred in the submission of proposals or to contract for these services. All proposals submitted in response to the solicitation shall be prepared in accordance with the requirements set forth in the solicitation. Interested offerors are reminded to carefully review the document and fill in all appropriate information where required, including all representations and certifications. Your proposal must be received by the date and time specified in Section L of the solicitation in order to be considered.
