This requirement is being procured using contracting by negotiation under the authority of FAR Part 15

The following proposed contract action is contemplated:  Five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899.

NIST (National Institute of Standards and Technology) is seeking eligible companies to provide engineering services for the NIST Center for Neutron Research (NCNR) at its main Gaithersburg, Maryland campus. The NCNR owns and operates a heavy water moderated nuclear test reactor and associated neutron beam research facility. In order to keep the reactor running safely and reliably as well as to take full advantage of advances in neutron measurement science and methodology, at any given time a large variety of engineering projects are being undertaken simultaneously at the NCNR. Projects range from large scale reactor system upgrades to the design and planning for new and/or improved neutron beam research instrumentation. Some engineering requirements can be anticipated five or more years in advance; whereas other requirements emerge almost instantaneously in order to support on-going research challenges. The scope of this requirement includes both basic and advanced engineering support services. These various services must cover the broad range of engineering disciplines, including, but not limited to, chemical, civil, electrical and mechanical engineering necessary to support the NCNR.

The competitive Request for Proposals (RFP), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFP number SB1341-14-RP-0010

Potential offerors are responsible for accessing the website. Interested parties must respond to the RFP in order to be considered for award of any resultant contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541330. The small business size standard is fourteen million dollars.

The RFP is anticipated for release to the vendor community on or about January 17, 2014.
