The General Services Administration (GSA) is issuing this request for proposals (RFP) for pricing of the supply of all electricity supply commodity components up to the delivery point including energy, capacity, ancillary services, scheduling, balancing, fuel costs, and network firm transmission necessary for the firm supply of electricity to a number of Federal facilities in the service territories of CenterPoint Energy, Oncor, AEP and Texas-New Mexico Power in the State of Texas. The Government has divided its electric requirement into six (6) pricing groups. Pricing groups are fixed priced groups Offeror's prices shall be submitted to GSA utilizing an internet based transaction platform provided by World Energy Solutions, Incorporated (WES) at http:www.worldenergy.com. In order to compete for this contract, Bidders must respond in two ways: (1) GSA is using an electronic auction to solicit pricing information for this RFP. All pricing information must be submitted by the close of the electronic reverse auctions, which will occur as independently scheduled auctions on March 19, 2014 and run between the hours of 11:00 am EST and 12:30 pm EST. All bids must be submitted through the exchange unless a technical difficulty occurs, at which time bids can be submitted in writing by fax or e-mail and confirmed by posting remotely to the exchange. (2) Evidence of Technical Capability information to be submitted in hard copy form which must be received at Ms. Linda L. Collins, PMAA, Energy Division, 1800 F Street, NW, Room 5116, Washington, DC 20405 no later than 2:00PM Eastern time, March 13, 2014. The price offered for each fixed price pricing group will apply to all accounts in each pricing group and that price will remain fixed for the contract term. Multiple awards will be considered. Offerors are not required to offer pricing for all pricing groups. All pricing groups are available on a full and open competition basis. This procurement is being conducted on an unrestricted basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract(s) to the offeror that offers the lowest evaluated price for each pricing group and meets the solicitation's technical requirements. For all pricing groups, a best value decision will be made as to contract term and renewable content.
