Domestic Charter Services shall take place within the Continental United States and other locations (Alaska, Puerto Rico, and Canada), as specified in the individual solicitations posted on the Groups Operational Passenger System (GOPAX). This document contains the terms and conditions that will govern future contracts for the transportation of DoD passengers, cargo, or a combination of the two. Individual requirements will request domestic charter airlift from DoD approved air carriers, large and small, in an expedient electronic means. Multiple contract awards are anticipated as a result of this solicitation. The period of performance will be 1 October 13 through 30 September 14, with three 1-year option periods. The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for contract cargo and passenger requirements under Part 121. Offeror must be certified under Part 121of the Federal Aviation Regulation (14 CFR 121) and willing to commit to the Civil Reservce Air Fleet (CRAF). NAICS codes 481211 and 481212 apply. Awards will be based upon offeror’s aircraft commitment to CRAF and past performance. The solicitation will be available only at the FedBizOps website https://www.fbo.govon or about 29 April 2013.
