Public Announcement of Intent to Purchase on a Sole Source Basis.

The Government intends to procure the CSA Aerospace & High Technology Database and RefWorks & RefShare for AFIT Library. NAICS: 519130, FSC: 7630, SIZE STANDARD: 500 employees. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This synopsis is being published for informational purposes only. The proposed source is ProQuest LLC. The proposed action is to acquire AFIT-wide electronic access for the subscription renewal for CSA Aerospace & High Technology Database; unlimited concurrent users site wide access and RefWorks & RefShare; level 1 (FTE 0-3000) for the base year (01 Oct 2010 - 30 Sep 2011) along with the inclusion of three option years (01 Oct 2011 - 30 Sep 2012, 01 Oct 2012 - 30 Sep 2013 and 01 Oct 2013 - 30 Sep 2014. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Air Force. The government will consider any quotations received within 7 days of issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and the Government does not intend to pay for any information received in response to this announcement.
