THIS NOTICE DOES NOTCONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THEGOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. The NACIS code for thisprocurement will be 541310 - Architectural Services.ARCHITECT/ENGINEERING (A/E) INFORMATIONREQUIREMENT: The A/E firm will provide: on-siteengineering support services for the preparation of design relating to facilitymodifications, repairs, and maintenance; environmental compliance and remediationstudies, plans, and designs; energy life cycle cost analysis; facilities planning; masterplanning studies and facility usage investigations; information technology-basedconfiguration management; re-certification of pressure vessels and systems; and energyand power reliability studies. A/E services will include cost estimating; preparingdrawings and specifications for construction bid packages; review of submittals andconstruction materials. The above skills are needed for rehabilitation and modificationof infrastructure and research facilities, including offices, laboratories, hangers, andwind tunnels, as well as other minor construction and repair work. The technicalguidance, review and approval of all work will be by the Facilities Engineering Branch atNASA Ames Research Center, Moffett Field, CA as the representative of the ContractingOfficer. NOTE: The Prime AE firm shall have a working office located within 75100 milesof the NASA Ames Research Center facility. All interested A/E firms shall be registered via the CCR internet site athttp://orca.bpn.gov . You will need your DUNS number and CCR MPIN in order to log in tothe Online Representations and Certifications Application (ORCA) website. All interested A/E firms shall have licensed/registered architects and engineers on staffto perform and/or approve work.SUBMISSION REQUIREMENTS: All interested A/E firms shall submit a Capabilities Statementto which includes, but is not limited to: (1) The vendors DUNS number, (2) Specializedexperience and technical competence in the type of work required during the last 10 yearsincluding, where appropriate, experience in energy conservation, pollution prevention,waste reduction, and used of recovered materials; (3) Capacity to accomplish the work inthe required time; (4) Past performance, if any, of the firm with respect to performanceon contracts with NASA, other Government agencies and private industry during the last 10years in terms of cost controls, quality control, and compliance with performancestandards; (5) Professional qualifications necessary for satisfactory performance ofrequired services (licensed/registered architects and engineers, etc.); (6) Location inthe general geographical area of the project and knowledge of the locality of theproject.
