Attached is the LOGCAP V Industry Day Registration Form for 24 October 2017 Industry Day. The Government intends to publicly post a list of those that register for the 24 October 2017 Industry Day. If individuals do not want information posted, please indicate in the appropriate section of the registration form. The Government is posting the attached updated LOGCAP V draft Performance Work Statement and NOTIONAL Technical Exhibits for informational purposes only.  The Government intends to compete ACTUAL requirements.  The NOTIONAL technical exhibits and data presented are an example of what will be provided to industry when ACTUAL requirements are released.  The technical exhibits presented are still in development and format is subject to change.  Please note the process for releasing ACTUAL requirements is still being developed and therefore ACTUAL requirements are not included in this posting. Industry is welcome to provide feedback, however the Government will not be providing responses to questions at this time.  Industry will not be reimbursed for costs associated with reviewing and preparing feedback in response to this posting.

The USG requests that initial questions and comments to the draft RFP be provided by 28 April 2017 and in the attached format titled, Draft RFP-RFI Template. To ensure fairness to all interested contractors, all questions received will be responded to publicly, so contractors receive the same information and receive the information simultaneously. As such, contractors are cautioned not to include any information in their question(s) that they would not want disseminated publicly. The USG will not respond to any questions that are marked proprietary or private. Additionally the USG will accept white papers that are no longer than five pages in length. In addition to feedback on the draft RFP, the USG requests specific feedback as follows: 1. Ways to streamline the proposal and evaluation process, while still getting enough detail to make a best value determination for each AOR; 2. The appropriate locations (corporate headquarters, forward) for SIPR systems to support Setting the Theater; 3. Best contractual mechanism to create performance initiatives and manage continuous change. This may include allowing industry to propose unique program management concepts (tools, reports, reviews, etc.) that result in a higher rated proposal and are incorporated into the resulting contract; 4. Recommendations or requests for site visits (actual or virtual), specific site details, information, etc.


Lastly, the USG will be holding the next LOGCAP Industry Day at the iWireless Center on 23 May 2017, followed by one-on-one sessions to be held 24 May 2017; general information is in the attachment titled, Industry Week Announcement Day 23May17. Agenda and specific details will be forthcoming.

Based on feedback received from this draft, the USG intends to provide updated information, and respond to questions at least a week prior to the industry day.


Update

Industry feedback following the LOGCAP Industry Day held 15 November 2016 has been received and is greatly appreciated.  The Government has taken the feedback from industry into consideration and is continuing to refine and seek approval of the draft Acquisition Strategy and Source Selection concepts.  Accordingly, issuance of the draft RFP has been delayed, and is tentatively scheduled to be released in March 2017.


Post LOGCAP V Industry Day (15 November 2016) Feedback

Notification regarding Interstate 74 (I-74) Westbound:

The State Street exit, or Exit 4, is closed to motorists and motorists are now expected to take a detour.  The Iowa Department of Transportation recommends motorists traveling north on westbound I-74 may access U.S. 67/State Steet by continuing north and exiting at the Middle Road interchange (Exit 3), then turning left onto Middle Road, then using the eastbound I-74 on-ramp, and then traveling south on eastbound I-74 to the Grant Street/State Street interchange (Exit 4).  A map is attached for reference.

Small Business Sources Sought

The U.S. Army Contracting Command - Rock Island is conducting market research to identify potential small business sources interested in and capable of providing services to the Logistics Civil Augmentation Program (LOGCAP) V.  Please see attachment titled "LCV SB sources sought.pdf" for additional information and instructions.  This market research is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government.  The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited.  Participation in this effort is strictly voluntary.  The Government will utilize the information provided for planning purposes only to develop the acquisition strategy for future requirements.  All information will be held in a confidential status.  All responses are requested to be submitted no later than 31 May 2016.
