Ramstein Air BaseArchitect-Engineer (A&E) IDIQ SF 330 RequestThe Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for services are procured in accordance with the Brooks A&E Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. The multi-discipline projects will be performed throughout the Kaiserslautern Military Community(KMC). The A&E firm(s) will be selected for negotiation based on demonstrated competence and qualification for the required work. The North American Industry Classification System (NAICS) Codes are 541330 Engineering Services, 541310 Architectural (except landscape) services, and 541320, Landscape Architectural Services. In order to receive an award, the successful offeror must be current/active in the System for Award Management (SAM). The SAM website can be found at http://www.sam.gov/. Design work involves but is not limited to alteration, repair or rehabilitation of various structures such as: barracks, multi-family and single-family housing units, utility systems, vehicle maintenance facilities, administrative buildings, above and underground storage tanks (AST and UST), gas stations, oil-water separators (OWS), grease traps (GTs), pavement (streets, parking lots), airfield (runways, taxiways, ramps), storm and sanitary sewer, rain water retention basins, rain water overflow basins, water and other U.S. military facilities. The work will normally be multi-disciplined to include a combination of engineering assessments and systems analysis of existing facilities and infrastructure, anti-terrorism/force protection (ATFP) assessments and design, site investigations and technical assessments, structural analysis and testing, feasibility studies (to include cost estimating, energy conservation, fire protection, electrical, HVAC, storm and sanitary sewer, water, pavements, environmental assessments, etc.), environmental assessments and technical assistance, occupational safety and health coordination, contaminant surveys (asbestos, mineral hydrocarbons, etc.) and abatement design, energy conservation and fire protection, minor project scope development, cost estimating and estimate analysis, project schedule development and network analysis, construction management, inspection and quality assurance, safety inspections, materials and equipment testing including systems commissioning, technical review of designs and cost proposals, bid ability, constructability, operability and environmental compliance reviews, value engineering studies and other general engineering and design services.Selection Criteria: An evaluation board shall evaluate each potential contractor in accordance with FAR 36.602-1 in terms of its --(1) Professional qualifications necessary for satisfactory performance of required services;(2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;(3) Capacity to accomplish the work in the required time;(4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;- Offeror shall complete Attachment 1, Past Performance Reference Sheet, to identify sources for the US government to contact as references for recent/relevent contracts as per selection criteria above. Offeror is not limited to two sources and may reproduce the form to accomodate additional sources.(5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and(6) Volume of previously awarded government contracts.- Attachment 2, Selection Criteria Rating Sheet, is provided to notify potential offerors of the grading system that will be used for evaluation. Preselection and selection board procedures:Each board voting member shall rank each A&E firm using the range of points associated with the selection criteria and shall rank in descending order by assigning the number one to the A&E firm with the highest number of points, the number two to the A&E firm with the second highest number of points and so on.The final ranking of each A&E firm shall be obtained by adding up the ranking numbers assigned to each A&E firm by each board voting member with the result that the lowest total amount shall correspond to the highest ranked A&E firm.In the case of a tie between two or more A&E firms, the total amount of points assigned will be used as a tie breaker. The boards shall use the same procedures outlined here above for all A&E firms considered.The A&E firms desiring consideration, which meet the requirements, are invited to submit the Standard Form 330 Part I and II, see attachment 3, at no cost to the Government. Only firms that submit forms by the deadline date will be considered for review of qualifications. Failure to submit SF 330 Part I and II for the Prime and consulting firm/joint venture firm will render the submission unacceptable. The contract will be awarded for one (1) Base Year with four (4) one-year Option periods. The basic contract period is one year from the contract award date. The Government is not obligated to exercise the option periods. The minimum amount of the contract shall not be less than $10,000.00. The contract maximum shall not exceed a cumulative amount of $4,999,999.99. The subcontracting plan is not required with this submittal. The contract may be issued up to one (1) year after selection approval. At the discretion of the Contracting Officer, One (1) or more IDIQ contract (s) will be awarded. Access to Base Facilities: 700 CONS is located on an Air Force installation and all access to the installation is controlled by the Air Force. An escort may be required as access will not be granted based solely on the need to submit a response. Furthermore, the Air Force may be conducting random exercises which may require the closure of the main entrance gate and the utilization of an alternate base entry. Any delay based on access will not be accepted as a reason for late receipt of the submission by the Government. Delivery Methods: Email, FAX, and mail proposals WILL NOT be accepted.
