Naval Air Systems Command (NAVAIR) intends to issue a sole-source procurement to the Raytheon Company business unit Space and Airborne Systems (SAS), 6380 Hollister Ave. Goleta, CCA 93117. As the current sole provider of the AN/ALR-67(V)3 to the U.S. Government, only the Raytheon Company is capable of system upgrade activities that will increase system integrity and produce and field a secure system with increased computing capacity. Raytheon as the sole provider of AN/ALR-67(V)3 is uniquely qualified to perform the effort required by the US Navy. The Government's intention is to award a cost type delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0006 for this procurement. This notice of intent is not a request for competitive proposal. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must have registered in the Central Contractor Registry (CCR) Database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
