This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals.
Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS), Paragraph 220.127.116.11, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures.
The FAA intends to negotiate and award an Indefinite Delivery Requirements Contract with Firm Fixed Unit Prices for Modified ARSR-4 Mode-S Rotary Couplers to Kevlin Corporation (DBA Cobham Sensor Systems) under Screening Information Request (SIR) DTFAAC-10-R-05103 to provide all necessary labor, facilities, equipment, materials, travel, and subcontractors (as applicable) to fabricate and deliver up to 45 Modified ARSR-4 Mode-S Rotary Couplers, P/N: 17000-1, NSN: 5985-01-547-2366. Delivery will be on a per order basis. The contract will include a 365 calendar day base contract period and up to four (4) option periods of the same length.
The FAA has made a single source determination insofar that Kevlin Corporation (DBA Cobham Sensor Systems) has exclusive proprietary data rights for design and fabrication of the ARSR-4 type rotary coupler. It would not be cost-effective or practical for any other sources to acquire and/or develop manufacturing and repair capabilities for this item. A fair and reasonable price will be negotiated by FAA with Kevlin Corporation (DBA Cobham Sensor Systems) for all deliverables under this acquisition.
