For this solicitation, DHS Customs and Border Protection (CBP) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection (CBP) is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the ?Included in another line item? function when pricing each line item). If a line item cannot be separately priced, you must notify the buyer through the FedBid ?Submit a Question? feature regarding which line item(s) should be included in which other line item(s) and request reposting. Failure to comply with this term may result in the Bid being determined to be non-responsive.

Dispenser rentals must be clean and in good working condition. Inoperative or defective dispensers will be replaced within a reasonable period of time, usually 1-2 working days at no expense to CBP. 5-gallon bottles for water must be sterile and free from algae or other debris. Cups are defined as being packaged in sleeves and should be quoted in that manner.

Bid for all dispensers, 5-gallon bottles, and cups MUST be good for for entire 12-month Base year. Estimates for Option Years are made using current prices and conditions. Changes to Option Years may be submitted to Contracting Officer within 30 days of notification of CBP's intent to exercise option and must be accompanied by documentation supporting the economic adjustments being requested.

For this solicitation, bottles,dispensers, and cups will quoted and evaluated using the information listed in Tables 1 and 2 of the attached Performance Work Station. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Contractor will establish a delivery schedule with each location along with an expected number of bottles for each trip. Number of bottles may be adjusted as needed in order to satisfy location usage. Empty bottles will be picked up at the time of delivery unless prior arrangements have been established with the Point of Contact at the delivery point.

All deliveries must include a receipt showing supplies delivered and supplies picked up. The delivery person will print, sign, and date the receipt, and the receiving person will provide similar information. At lesst one copy will remain with the receiving person at the delivery point.

This solicitation requires registration with the System for Award Management (SAM) at the time of bid closing, pursuant to applicable regulations and guidelines. Interested parties are encouraged to submit questions about this solicitation through the Submit Questions button located in this Buy. The deadline for submission will be Friday, March 7, 2014, at 17:00 (5 p.m.) ET. An award will be made to a responsive offeror (who submits all required submissions on time), who demonstrated an ability to provide the services required in this solicitation,whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Performance Work Statement or listed specs whichever is applicable to the buy.

For Exact Match Services Buys Only- In order for a sellers bid to be 'responsive' and considered for award, the seller is REQUIRED to document exactly how they intend to meet the requirements of the SOW. They shall document statement detailing the service for evaluation. Failure to do this may be cause for termination. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.

Changes and modifications to this contract will occur during the course of this agreement as a result of adding/deleting service sites and product quantities and for implementing Option Years. For activities directly relating to the contract and its contents, the location representatives may coordinate directly with the Contractor for successful completion of requests. However, only the Contracting Officer is authorized to obligate the Government for additional funding of activities. No activities may be undertaken that may explicitly, implicitly, or give the appearance of additional requirements outside of the contract.

This contract may be extended for up to four option years. These extensions are based upon Contractor's continued satisfactory performance and by continued price reasonableness. The attached Contract Extension Clause file shows the likely format for issuing contract extensions. Format and scheduling of each Option Year may be located in the Performance Work Statement. This contract will not be extended beyond the fourth Option Year.

Bidders will refer to the attached Performance Work Statements (PWS) for supporting information regarding this Buy. This will include references to the assignment of the Contracting Officer's Representative (COR), general billing procedures, and salient service delivery requirements. For this Buy and any subsequent modifications (including issuance of Option Years), the only person authorized to make changes to the contract will be the appropriate Contracting Officer.

New DHS rules require that companies certify that neither they nor their officers have been convicted of felony charges and that the company does not owe outstanding Federal taxes. For this solicitation, DHS Customs and Border Protection (CBP) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the ?Included in another line item? function when pricing each line item). If a line item cannot be separately priced, you must notify the buyer through the FedBid ?Submit a Question? feature regarding which line item(s) should be included in which other line item(s) and request reposting. Dispenser rentals must be clean and in good working condition. Inoperative or defective dispensers will be replaced within a reasonable period of time, usually 1-2 working days at no expense to CBP. 5-gallon bottles for water must be sterile and free from algae or other debris. Cups are defined as being packaged in sleeves and should be quoted in that manner.

Bid for all dispensers, 5-gallon bottles, and cups MUST be good for for entire 12-month Base year. Estimates for Option Years are made using current prices and conditions. Changes to Option Years may be submitted to Contracting Officer within 30 days of notification of CBP's intent to exercise option and must be accompanied by documentation supporting the economic adjustments being requested.

For this solicitation, bottles,dispensers, and cups will quoted and evaluated using the information listed in Tables 1 and 2 of the attached Performance Work Station. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Contractor will establish a delivery schedule with each location along with an expected number of bottles for each trip. Number of bottles may be adjusted as needed in order to satisfy location usage. Empty bottles will be picked up at the time of delivery unless prior arrangements have been established with the Point of Contact at the delivery point.

All deliveries must include a receipt showing supplies delivered and supplies picked up. The delivery person will print, sign, and date the receipt, and the receiving person will provide similar information. At lesst one copy will remain with the receiving person at the delivery point.

This solicitation requires registration with the System for Award Management (SAM) at the time of bid closing, pursuant to applicable regulations and guidelines. For Exact Match Services Buys Only- In order for a sellers bid to be 'responsive' and considered for award, the seller is REQUIRED to document exactly how they intend to meet the requirements of the SOW. They shall document statement detailing the service for evaluation. Failure to do this may be cause for termination. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.

Changes and modifications to this contract will occur during the course of this agreement as a result of adding/deleting service sites and product quantities and for implementing Option Years. For activities directly relating to the contract and its contents, the location representatives may coordinate directly with the Contractor for successful completion of requests. However, only the Contracting Officer is authorized to obligate the Government for additional funding of activities. No activities may be undertaken that may explicitly, implicitly, or give the appearance of additional requirements outside of the contract.

This contract may be extended for up to four option years. These extensions are based upon Contractor's continued satisfactory performance and by continued price reasonableness. The attached Contract Extension Clause file shows the likely format for issuing contract extensions. Format and scheduling of each Option Year may be located in the Performance Work Statement. This contract will not be extended beyond the fourth Option Year.

Bidders will refer to the attached Performance Work Statements (PWS) for supporting information regarding this Buy. This will include references to the assignment of the Contracting Officer's Representative (COR), general billing procedures, and salient service delivery requirements. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the ?Included in another line item? function when pricing each line item). Dispenser rentals must be clean and in good working condition. Inoperative or defective dispensers will be replaced within a reasonable period of time, usually 1-2 working days at no expense to CBP. 5-gallon bottles for water must be sterile and free from algae or other debris. Cups are defined as being packaged in sleeves and should be quoted in that manner.

Bid for all dispensers, 5-gallon bottles, and cups MUST be good for for entire 12-month Base year. Estimates for Option Years are made using current prices and conditions. Changes to Option Years may be submitted to Contracting Officer within 30 days of notification of CBP's intent to exercise option and must be accompanied by documentation supporting the economic adjustments being requested.

For this solicitation, bottles,dispensers, and cups will quoted and evaluated using the information listed in Tables 1 and 2 of the attached Performance Work Station. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Contractor will establish a delivery schedule with each location along with an expected number of bottles for each trip. Number of bottles may be adjusted as needed in order to satisfy location usage. Empty bottles will be picked up at the time of delivery unless prior arrangements have been established with the Point of Contact at the delivery point.

All deliveries must include a receipt showing supplies delivered and supplies picked up. The delivery person will print, sign, and date the receipt, and the receiving person will provide similar information. At lesst one copy will remain with the receiving person at the delivery point.

This solicitation requires registration with the System for Award Management (SAM) at the time of bid closing, pursuant to applicable regulations and guidelines. For Exact Match Services Buys Only- In order for a sellers bid to be 'responsive' and considered for award, the seller is REQUIRED to document exactly how they intend to meet the requirements of the SOW. They shall document statement detailing the service for evaluation. Failure to do this may be cause for termination. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.

Changes and modifications to this contract will occur during the course of this agreement as a result of adding/deleting service sites and product quantities and for implementing Option Years. For activities directly relating to the contract and its contents, the location representatives may coordinate directly with the Contractor for successful completion of requests. However, only the Contracting Officer is authorized to obligate the Government for additional funding of activities. No activities may be undertaken that may explicitly, implicitly, or give the appearance of additional requirements outside of the contract.

This contract may be extended for up to four option years. These extensions are based upon Contractor's continued satisfactory performance and by continued price reasonableness. The attached Contract Extension Clause file shows the likely format for issuing contract extensions. Format and scheduling of each Option Year may be located in the Performance Work Statement. This contract will not be extended beyond the fourth Option Year.

Bidders will refer to the attached Performance Work Statements (PWS) for supporting information regarding this Buy. This will include references to the assignment of the Contracting Officer's Representative (COR), general billing procedures, and salient service delivery requirements. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the ?Included in another line item? function when pricing each line item). If a line item cannot be separately priced, you must notify the buyer through the FedBid ?Submit a Question? feature regarding which line item(s) should be included in which other line item(s) and request reposting. Failure to comply with this term may result in the Bid being determined to be non-responsive.

Dispenser rentals must be clean and in good working condition. Inoperative or defective dispensers will be replaced within a reasonable period of time, usually 1-2 working days at no expense to CBP. 5-gallon bottles for water must be sterile and free from algae or other debris. Cups are defined as being packaged in sleeves and should be quoted in that manner.

Bid for all dispensers, 5-gallon bottles, and cups MUST be good for for entire 12-month Base year. Estimates for Option Years are made using current prices and conditions. Changes to Option Years may be submitted to Contracting Officer within 30 days of notification of CBP's intent to exercise option and must be accompanied by documentation supporting the economic adjustments being requested.

For this solicitation, bottles,dispensers, and cups will quoted and evaluated using the information listed in Tables 1 and 2 of the attached Performance Work Station. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Contractor will establish a delivery schedule with each location along with an expected number of bottles for each trip. Number of bottles may be adjusted as needed in order to satisfy location usage. Empty bottles will be picked up at the time of delivery unless prior arrangements have been established with the Point of Contact at the delivery point.

All deliveries must include a receipt showing supplies delivered and supplies picked up. The delivery person will print, sign, and date the receipt, and the receiving person will provide similar information. At lesst one copy will remain with the receiving person at the delivery point.

This solicitation requires registration with the System for Award Management (SAM) at the time of bid closing, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Current registration for both the Core Data (old CCR record) and Reps and Certs (old ORCA record) must be updated in order to be considered for award.

An award will be made to a responsive offeror (who submits all required submissions on time), who demonstrated an ability to provide the services required in this solicitation,whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Performance Work Statement or listed specs whichever is applicable to the buy.

For Exact Match Services Buys Only- In order for a sellers bid to be 'responsive' and considered for award, the seller is REQUIRED to document exactly how they intend to meet the requirements of the SOW. They shall document statement detailing the service for evaluation. Failure to do this may be cause for termination. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.

Changes and modifications to this contract will occur during the course of this agreement as a result of adding/deleting service sites and product quantities and for implementing Option Years. For activities directly relating to the contract and its contents, the location representatives may coordinate directly with the Contractor for successful completion of requests. However, only the Contracting Officer is authorized to obligate the Government for additional funding of activities. No activities may be undertaken that may explicitly, implicitly, or give the appearance of additional requirements outside of the contract.

This contract may be extended for up to four option years. These extensions are based upon Contractor's continued satisfactory performance and by continued price reasonableness. The attached Contract Extension Clause file shows the likely format for issuing contract extensions. Format and scheduling of each Option Year may be located in the Performance Work Statement. This contract will not be extended beyond the fourth Option Year.

Bidders will refer to the attached Performance Work Statements (PWS) for supporting information regarding this Buy. This will include references to the assignment of the Contracting Officer's Representative (COR), general billing procedures, and salient service delivery requirements. For this Buy and any subsequent modifications (including issuance of Option Years), the only person authorized to make changes to the contract will be the appropriate Contracting Officer.
