NASA/LARC has a sole source requirement for the following camera sensor equipment:

MotionXtra NXAir 4-S1, Qty: 2 IDT/Redlake Motion Studio Software, Qty: 2

NASA/LARC intends to purchase the items from DEL Imaging, the exclusive North American distributor of this hardware. Current photogrammetry post-processing capabilities require pairs of identical cameras to be used to acquire 3D measurements. This equipment must fully integrate with an existing digital sensor system in order to provide a fully functional optical 3D displacement measurement system. It would take substantial duplication of resources and time for another source to provide the required hardware, and this additional expense is not expected to be recovered through competition.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 03/04/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
