Contracting Agency: Southern Regional Contracting Office, San Antonio Military Medical Center (SAMMC) (aka: BAMC), Fort Sam Houston, TX 78234 2. Description of Action: Priority 03 urgent procurement for Total Reverse Shoulder replacement implants system needed for a non-routine surgery. This action has an unusual and compelling urgency that could be detrimental to the patient's life as well as the hospital's overall medical mission. 3. Description of Products/Services: This requirement is for Total Reverse Shoulder implants needed for surgery at San Antonio Military Medical Center (SAMMC), Ft Sam Houston, TX implants for an orthopedic surgery. 4. Authority Cited: Pursuant to FAR Part 13.106-1(b)(1), Soliciting competition. For purchases not exceeding the simplified acquisition threshold, contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency). -Pursuant to FAR Part 5.202(a)(2), Exceptions. The unusual and compelling requirement will not be advertised. -Pursuant to FAR Part 13.106(c)(1), Soliciting competition. Price and availability will be obtained telephonically. 5. Reason for Cited Authority: The above statutory authority is cited because this is a true, urgent request that has been verified by COL Joseph M. Paulino Chief, Perioperative Nursing Services and Jo Collins on 14 Mar 2013. The Total Reverse Shoulder System must be received for non-routine surgery on 14 March 2013. If the physician does not have this System during surgery, it could be detrimental to the patient's life as well as the hospital's overall medical mission. 6.
