This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, The FAC, is available at https://www.acquisition.gov/FAR. This procurement is 100% set-aside for small businesses under NAICS series 562***. The company's System for Award Management (SAM, www.SAM.gov) record must be current, and indicate that the entity is considered a small business. The resulting award will be a firm fixed-priced contract with economic price adjustment, with one base year and four optional years. The National Park Service (NPS) exercises its right to extend the contract every 12 months for the next 12 months in accordance with the quote in response to this solicitation. The contractor must accept & perform in accordance with the extended contract and prices listed in the proposal. The anticipated award date for this contract is 01 April 2013. The base year of the contract shall be from the date of award through the next 12 months. The National Park Service, has a requirement to provide solid waste collection and disposal services (trash and recyclables), at Petrified Forest National Park, AZ. Petrified Forest National Park (NP) is located in northeastern Arizona in Navajo and Apache counties. This contract is to service the north and south ends of the park. The south entrance is accessible from Interstate 40, exit 286 in Holbrook; the north entry is off exit 311. For more information about the park, please visit www.NPS.gov/PEFO. INTERESTED BIDDERS MAY PROVIDE QUOTES FOR RECYCLING AND WASTE, OR FOR EITHER SERVICE ALONE. Companies are welcome to use their own format to provide a bid, as long as each year's pricing are individual line items; contractors indicate if they are bidding on recycling, trash, or both; and sales tax, if applicable, is listed separately. ** Vendors may fax quotes to (928) 637-7005, or email to KimberleyRobinson@nps.gov. If faxed, this office will call the POC listed on the bid to confirm receipt. ** The contractor shall provide a total of 15 containers (4 recycling, 11 trash), placing 3 recycling containers and 10 trash containers at the north entrance, and 1 recycling container and 1 trash container at the south entrance. Recycled materials include mixed paper, paperboard, cardboard, plastic bottles (#1 through #7), steel, & aluminum. Glass recycling will be highly regarded; however is not a requirement. The contractor shall ensure that the containers will completely hold all refuse collected during the time period between pick-ups, and the contractor shall dispose of it at a federally licensed landfill. The contractor will label recycling containers with standard, industry-accepted, highly visible recycling insignia on the outside of each container indicating what recycled items can be placed in each container. Trash dumpsters shall be labeled with highly visible, standard insignia. The contractor shall ensure all dumpsters are safe & functional at all times, remove refuse at least once every seven calendar days, and recyclables at least once every 14 calendar days; & provide monthly billing invoices for payment. The Government reserves the right to require additional maintenance as-needed.
