The Washington State Department of Children, Youth, and Families (DCYF) is conducting a sole source procurement for WithinReach to provide specialized consulting services supporting the Preschool Development Grant B-5 work plan. The contract focuses on developing two key strategic approaches: creating specialized referral pathways using a Targeted Universalism framework to connect Help Me Grow WA with Child Care Aware of Washington, tribes, native-serving organizations, and local communities, and integrating state outreach for Paid Family Medical Leave with Help Me Grow WA. Specific deliverables include developing a comprehensive program plan, implementing technology automation, launching program components, creating outreach materials, and establishing evaluation frameworks. The procurement covers multiple Washington counties, including Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties. The solicitation requires capability statements to be submitted by March 11, 2025, with the contract period running from March 18, 2025, through January 31, 2026, and potential for two additional one-year extensions. WithinReach is identified as the sole source provider due to their unique status as the statewide affiliate of the National Help Me Grow system since 2010 and their exclusive contractual relationship with national Help Me Grow offices. The contract is entirely federally funded with a total value of $535,000, structured with monthly consulting fees of $75,000 for March-June 2025 ($300,000 total) and July-September 2025 ($225,000 total), plus an additional $10,000 for translation costs. Interested organizations must demonstrate affiliation with National Help Me Grow, consultation history, and experience with developing specialized referral pathways and Paid Family Medical Leave integration. The contractor is required to maintain comprehensive insurance coverage, including $2 million in commercial general liability insurance and $1 million in professional liability insurance. Vendor qualifications include the ability to ensure fidelity to the Help Me Grow model, with DCYF noting that switching to an alternative contractor would potentially cost the state a minimum of $6 million to restart with a new proprietary model.
