The Centers for Disease Control and Prevention (CDC), Center for Global Health/ Division of Parasitic Diseases and Malaria/ Entomology Branch intends to award a sole source firm-fixed price service contract to Eijkman Institute. This contract will be for 8 months from time of award.
The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.
The Eijkman Institute is in possession of the specimens to be analyzed; as a part of the Ministry of Research of the Government of Indonesia, the Eijkman Institute has the needed authority to perform the analysis. No other institution has better technical capacity than Eijkman, and no other institution has access to the specimens. Thus, Eijkman is the only institution in Indonesia that can perform this analysis. To obtain new samples would not only be repetitive, and time-consuming, but also a waste of resources. Utilizing Eijkman's readily available samples to test for ZIKV provides an efficient way to determine ZIKV epidemiology in Indonesia.

No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Eijkman Institute. Eijkman Institute is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Ms. Genesika Carter via email to fkn7@cdc.gov using solicitation number 2017-Q-66421 in the subject line, no later than 12:00pm Eastern Time, March 15, 2017.
