The Portable x-ray equipment is required for this acquisition. Mostportable x-ray systems have three main components: (1) the x-ray tube, (2) high voltage power supply and (3) control unit. The x-ray tube houses the cathode "negative terminal" and the anode "positive terminal" under a high vacuum. A high voltage power supply is an important component of an X-ray generation system. The filament uses a relatively small voltage supply to cause small currents to generate free electrons, while the anode of the tuberequires a large positive charge volt for the acceleration of the electrons. This is accomplished by using a transformer and supplies the proper voltages to the filament and anode. The MIL-PRF-32133 standard requires all high voltage transformers to be contained in the tube-head case. When the electrons collide with the tungsten anode, a nuclear event occurs which generates x-rays. The Control Unit is required to control the energy and intensity of the radiation being generated. The three principle controls to a standard X-ray system are: (1) the current (mA) control, (2) the voltage (kV) control, and (3) a timer. Portable X-ray generators are used for inspection of test objects either impossible or very difficult to transport safely. This equipment is used to inspect nondestructive inspection (NDI) of aircraft structure, engines, and support equipment across the Air Force, Air National Guard, and Air Force Reserves.

This is a notice of intent that WR-ALC anticipates issuing a Five Year Firm Fixed Price Requirement Type contract for the procurement of the X-Ray Apparatus Set, NSN: 6625-01-394-5926RN, P/N: MIL-PRF-32133 (Type II), with BEQ's of 15 units per year for a five year period. The equipment is used to inspect nondestructive inspection (NDI) of aircraft structure, engines, and support equipment across the Air Force, Air National Guard and Air Force Reserves. The end item for this equipment is applicable to the A-10, B-1, B-2, B-52, C-5, C-17, C-130, E-3, F-15, F-16, and T-38 aircrafts. Interested person(s) may identify their interest and capability to respond to the requirement or submit an offer/proposal. This notice of intent is for a Request for Proposal (RFP) or competitive offer/proposal. This acquisition is set aside for Small Business (SB). SOLICITATION TO BE ISSUED 15 DAYS AFTER THE PUBLICATION DATE OF THIS SYNOPSIS OR THEREAFTER. All offers/proposals received within the thirty days after issuance of solicitation, or 45 days after the publication date of this synopsis will be considered. OMBUDSMAN: All potential offeror(s) should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. When appropriate, potential offeror(s) may contact Ombudsman Kim McDonald, at 478-222-1088. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns.
