The contractor shall perform the tasks necessary to design, develop, verify, validate, and implement a comprehensive modeling tool to accurately model the effects that wind turbines have on radars.

1.  The format for submission of files is PDF.

2.  Each email submitted must not exceed 2MBs.

3.  If more than one email is submitted for your BAA Proposal, the Subject Line in each email must be labeled as follows:  Wind Turbine BAA 10-03 Proposal, Volume No. (insert no.), Email 1 of (insert no.).

4. Each Offeror must submit a summary email that specifies the number of emails its Proposal is comprised of and also specify the corresponding email(s) for each proposal Volume.

For Example:   Volume I -    Email 1 of 5
                      Volume I -   Email 2 of 5
                      Volume II -  Email 3 of 5
                      Volume III - Email 4 of 5
                      Volume IV -  Email 5 of 5
                      

5.  No later than close of business, Monday, 22 February 2010, a receipt of acknowledgement will be issued to each Vendor from whom a proposal is received.

6.  Vendors electing to password protect their Proposal shall provide the password in a separate email to susan.eicher@dhs.gov or leave a message at 202.254.2363 - include point of contact name, email address, and telephone number with your password.

7.  Vendors are responsible for timlely submisison of Proposals and passwords - all information must be received no later than 18 February 2010, 11:59 PM, EST.  Late Proposals will not be evaluated.

Please be reminded that additional questions and responses, along with a BAA Amendment, will be posted no later than 31 December 2009.  

The BAA Amendment will incorporate the "changes" specified in the DHS responses posted on 23 December 2009 as well as changes that may be identified in the next round of questions and responses to be posted during December 2009.  Proposal delivery instructions will be revised in the BAA Amendment. Since Proposals must be hand-carried, the lottery process will be used to determine the submission time for each vendor to maintain the integrity of the process.  Proposals will be accepted until 6:00 PM EST, on 4 February 2010.

Changes in requirements are not anticipated.
                            
Due to the volume of communications, telephonic inquiries will NOT be returned. 

Vendors are instructed to conduct all communications through the DHS Contracting Officer.  Please do not contact any DHS Program Management personnel regarding this acquisition.

Added: Nov 05, 2009 8:04 pm The mission needs of DHS, Department of Defense (DoD), and National Oceanographic and Atmospheric Administration (NOAA) dictate that the nations radar systems remain uninhibited, to the maximum extent possible, by man-made obstructions. DHS and DoD have been charged with securing and defending the nation and part of that undertaking is accomplished through the ability to monitor non-cooperative aircraft within the nations airspace. NOAA is charged with, keeping citizens informed of the changing environment to include weather forecasts, severe storm warnings, and climate monitoring. All agencies rely heavily on surveillance and weather radars to accomplish their respective missions. Unfortunately, studies conducted both within the United States and within the United Kingdom reveal that wind turbines do indeed have an adverse effect on our radars.



The stakeholders intent is not to impede the propagation of wind turbines but to discover a means to co-exist. To that end, it is imperative that the necessary tools are developed to accurately portray the impact that the turbines will have on the nations radar systems. The current process, although somewhat effective, lacks the capability to allow a determination of the actual extent and degree of the impact on radars, thus lending itself to a great deal of subjectivity. The overall goal with this effort is to develop a sound, unimpeachable impact assessment methodology that eliminates the subjectivity inherent in current procedures.



The main users of this system will be management personnel, engineers, technical analysts, and operations personnel from DHS, DoD, and NOAA. Other users may include engineers from the Federal Aviation Administration (FAA) and representatives from the Wind Industry.
