Added: Aug 24, 2009 3:55 pm AG-0276-S-09-0020, Request for Quotation (RFQ) for producing whitebark pine seedlings for the Clearwater National Forest. The Government will furnish extracted whitebark pine seed to the Contractor. The Contractor shall perform all tasks necessary to germinate the seed and grow whitebark pine seedlings that meet specifications for planting . This includes furnishing all labor, equipment, supervision, transportation, operating supplies and incidentals.



This will be a requirements type contract for one year, plus two renewal option years. The Government reserves the right to grow whitebark pine seedlings at the Forest Service Nursery.



The Government will place orders for seedlings depending on funding availability. The Government estimates providing approximately 10 to 15 pounds of whitebark pine seed per year. It is estimated that it will take two growing seasons to produce seedlings meeting specifications. Contractor shall grow containerized seedlings using growing media, nutritional, and cultural practices that are standard in the commercial industry. Seedlings shall be alive, healthy and meet the standards of shoot height minimum 3.0/maximum 10.0, and minimum caliper 4.0 mm. Seedlings shall be extracted from containers and suitably packed for shipping. The Government may order seedlings to be shipped by the Contractor or may provide for shipping separately. The Government will pay for seedlings 30 days after receipt. Progress payments may be authorized for costs incurred during the growing period.



FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and is incorporated by reference. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders is attached and those clauses applicable to this acquisition are so indicated. FAR provision 52.212-1, Instructions to Offerors Commercial Items, is incorporated by reference with the exception that section (f) does not apply. FAR provision 52.212-3 is to be returned with your quote and is attached.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
