About this opportunity

The Naval Surface Warfare Center (NSWC) Corona Division is seeking to procure the Westnet First-In System through a sole-source, firm-fixed-price contract awarded directly to WESTNET, LLC. The solicitation covers an all-or-none requirement for 32 unique line items including hardware components such as slotted shelf kits, data line surge protectors, audio transformer isolator modules, Ethernet data activated first-in units, radio isolation units, and associated equipment. Offerors must be registered in the System for Award Management (SAM) and submit electronic quotes in PDF or MS Word format by April 16, 2025. The government will evaluate offers based on compliance with solicitation terms, price reasonableness, and overall advantage to the government using criteria specified in sections L and M of the solicitation. No telephone requests will be accepted, and potential offerors are advised to monitor the posting website for any amendments.

The procurement is not set aside for any specific business category and is classified under NAICS code 334290 for Other Communications Equipment Manufacturing. The contract requires delivery of all items within 30 days of award, with all equipment to be delivered to the NSWC Corona Division located in Norco, California. The solicitation emphasizes new, Commercial-Off-The-Shelf (COTS) equipment from the original equipment manufacturer and includes provisions for installation, commissioning, testing, and one year of technical support. While specific contract value is not disclosed, the comprehensive nature of the procurement suggests a significant investment in communication and security system infrastructure. The contract will be executed using the provisions in Federal Acquisition Circular 2025-03, with standard commercial item solicitation clauses applied to ensure comprehensive compliance with federal procurement regulations.
