The work under this contract will consist of: 1) mobilization and demobilization of the contractor's labor, equipment and materials; 2) site preparation, including clearing and grubbing and sediment control; 3) pond dewatering; 4) backfilling of dewatered ponds; 5) installation of various types of drainage control; 6) site regrading; and 7) revegetation of all disturbed areas, including a tree planting program.

Funding for bond forfeiture projects is limited to the specific amount available to reclaim each bond forfeiture site. The Government estimates that the cost to perform the required work at this site should not exceed $115,000.

The North American Industrial Classification System (NAICS) code for this acquisition in 237990. The small business size standard is $31.0M.

A PREBID CONFERENCE WILL BE HELD ON 09/16/09 @ 10:00 AM. PROSPECTIVE BIDDERS ARE TO MEET NEAR THE TURN OFF TO WEST FORK. IT IS THE FIRST LEFT TURN ON ADAMS HOLLOW ROAD. SEE LOCATION MAP.

DIRECTIONS TO THE MEETING PLACE ARE FROM ROUTE I-75 TAKE STINKING CREEK EXIT 144. TURN RIGHT AND TRAVEL ABOUT 6 MILES. TURN RIGHT ONTO ADAMS HOLLOW ROAD. TRAVEL ABOUT 0.1 MILE TO THE ROAD ON THE LEFT WITH A HOUSE ON THE RIGHT.

The complete solicitation package (IFB and attachments) are being mailed to OSM's pre-established bidders list for excavation/backfilling in the area where the work is to be performed. In addition, the IFB and attachments, along with the synopsis have been posted on FedConnect which is linked to FedBizOpps. Prospective bidders not on the OSM bidders list can obtain copies of the solicitation package electronically from FedConnect or FedBizOpps. Prospective bidders not on the OSM pre-established bidders and not having obtained an electronic copy of the solicitation and in attendance at the pre-bid conference will be provided a hard copy of the solicitation package (IFB and attachments) at the scheduled pre-bid conference.

Bids will be opened on October 13, 2009. An original hard copy of the completed and signed IFB along with a 20% BId Guarantee, Section K Reps and Certs and completed AML Contractor Information Form are due at the depository in 3 Parkway Center, Pittsburgh, PA 15220 on October 13, 2009 @ 2:00 pm. Electronic and/or faxed bids will not be accepted.

Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at ccr.gov data base and complete on line representations and certifications at orca.bpn.gov. Award will not be made to a contractor who has not satisfied these requirements.

It is anticipated that the Invitation for Bid (IFB) for this project will be available to prospective bidders on or about September 14, 2009.

The IFB will include the date, time and directions to the to the meeting place for the prebid meeting to be held within in two weeks of the issuance of the IFB. It is anticipated that bids will be opened on or about October 15, 2009 (an original hard copy bid will be due at the depostory and on the date and time identified in the IFB). The IFB will be available electronically via www.fedconnect.gov and/or www.fedbizopps.gov. Requests for hard copies of the IFB should be sent to Ray Navarro at rnavarro@osmre.gov.
