This Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.
Award is restricted to small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns under NAICS Code: 236220, Commercial and Institutional Building Construction [$36.5 million SBA Size Standard].
Location of Work: United States Department of the Interior, National Park Service, Weir Farm National Historic Site, 735 Nod Hill Road, Wilton, CT 06897.
The order of magnitude for this project, inclusive of options, is estimated to be between $250,000 and $500,000.
The onsite period of performance is within 120 days of the Contracting Officer issuing the Notice to Proceed.
U.S. Dept. of Labor, Construction Wage Rate General Decision Number: CT170020 shall apply.
Interested parties are strongly encouraged to inspect site prior to bidding. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT.
See Section L of this solicitation for Special Notices and other provisions regarding the submission of a complete bid.
NOTE: Prior to an award being made - - - VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans.
Any questions regarding this solicitation shall be submitted in writing to the Contract Specialist, David Barceleau, at david_barceleau@nps.gov. Questions should be submitted no later than five business days prior to the due date.

The Contractor shall furnish all labor, supervision, supplies, equipment, tools, materials, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for the Project required to complete the work in accordance with the Contract Documents. All work will be solicited in one combined Invitation for Bids.
This project will remove and replace the exterior vertical wood siding, nailboard, rigid insulation, and building papers. The new wall section will consist of a vapor retarder, 1.5" base layer of insulation, 2.5" of rigid insulation, 3/4" plywood, moisture resistant barrier, three dimensional drainage matrix, and tongue and groove vertical wood siding.
Line Item 00010: Base will address the North and East Elevations;
Line Item 00020: Option A will address the South and West Elevations; and
Lite Item 00030: Option B will address the removal and replacement of the cedar shingle roof and underlayments down to the extant chestnut sheathing. The new roof section will consist of a vapor retarder, 2.5" of rigid insulation vented with an integral 3/4" plywood nailboard, moisture resistant underlayment, three dimensional drainage matrix, and cedar shingles.

Tentative date for issuing Invitations for Bids is July 26, 2017.
Tentative date for the opening of bids is August 25, 2017.
Contract performance period is 09/01/2017 - 12/31/2017.
Upon release of the Invitation for Bids, requests for the Invitation for Bids shall be directed to view the entire Invitation for Bids on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov.
Upon release of the Invitation for Bids, Plans will be available for inspection, without charge, as attachments to the Invitation for Bids through the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov.
