About this opportunity
This Special Notice announces the Department of Health and Human Services Food and Drug Administration's intent to enter into a sole source contract with Clarivate Analytics to acquire access to the Web of Science scientific citation database. The estimated value of the five year contract, inclusive of options, is between $1,000,000 and $2,000,000.
The Special Notice seeks to justify acquiring Web of Science as a sole source procurement due to the unique scientific citation data provided being necessary for the FDA Library to fulfill its mission. Interested parties have until December 11, 2019 to provide clear and convincing evidence that competition would be advantageous, cost effective, and not hinder the FDA Library's operations. Responses should be directed to the point of contact listed. Eligible contractors may respond to demonstrate that a competitive procurement would be feasible, though the determination to compete the contract action remains solely at the FDA's discretion.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the FDA Library. All correspondence about this Notice of Intent should be directed to the point of contact.
