This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This project will consist of the replacement of a 10-inch water valve located at the base of the water tower & installation of a bypass waterline IAW the attached Specifications and Drawings. The project will be at the 162nd Wing ANG Base Tucson, Arizona. The contractor shall provide all equipment, hardware, labor and materials necessary to provide turnkey installations. Materials and workmanship is to be delivered and performed IAW the Buy American Act and industry standards.
The solicitation, specifications and drawings are attached under ADDITIONAL INFO quote mark Additional documentation quote mark . You will be transferred to ASFI to download the .pdf files.
This requirement is set aside for small business.
Proposals will be evaluated using the Best Overall Cost to the Government. The significant factors are price, completion time, and vendor's ability to meet the requirement. Award will be made on the basis of the proposals meeting or exceeding the acceptability standards.
For this procurement, it has been determined that competition will be limited to eligible Mechanical contractors, not general contractors, serviced by the Arizona District Office only since this is a single discipline requirement. This acquisition is limited to domestic sources. Mechanical contractors serviced by the Arizona District Office may submit a proposal which shall be considered by the 162nd Contracting Office. All other firms are deemed ineligible to submit offers.

The NAICS Code for this acquisition is 238220 with a Size Standard of $15,000,000. Estimated cost range is $100,000 to $250,000. Items may be long lead; however, installation is expected to take less than 60 days. A SITE VISIT is scheduled for Thursday, 23 July 2015 at 9:00 a.m. local time. Vendors must contact the contracting office and provide notification of attendance to the site visit no later than 12:00 p.m. local time, on Tuesday, 21 July 2015.
