The work consists of channel maintenance dredging on the Big Sandy River from its confluence with the Ohio River to the head of navigation (Mouth to Mile Point 9.0). This work shall be completed via mechanical (clamshell bucket) methods. Equipment for this work shall be capable of dredging to a depth of 25 ft, in moderately swift current. The actual target grade elevation of dredging is 504.0 (11.0' depth at normal pool) with an allowable over depth of 1.0 feet. The contractor's plant shall be equipped with a smooth bucket (without teeth), as this contract includes the removal of material from the Virginia Point Boat Ramp. Estimated volume of dredged material is variable, estimated at approximately 235,000 cubic yards. The material characteristics are expected to be primarily sand and silt. However, other materials such as gravel, cobble, or debris may be encountered. The contract will be awarded to the responsive and responsible bidder with the lowest price. This work will be further detailed in the technical specifications and the contract drawings. The cost range of this project is between $1,000,000.00 and $5,000,000.00. The work shall be completed within 60 working days after date of receipt of notice to proceed. This procurement is being advertised unrestricted and open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan. Solicitation documents will be available on or about April 5, 2016 and can be downloaded at www.fbo.gov. Bidders shall submit one copy of the submitted package on a CD or DVD, in a searchable PDF format. Facsimile or electronic transmissions will not be accepted. To be eligible for award, a firm must be registered in the System for Award Management (SAM). Register via the SAM internet site at www.SAM.gov.
