Notice text
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Riegl USA, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1).
ERDC-CRREL intends to purchase an airborne laser scanning system and accessories with the following minimum specifications:
• Laser scanning system will have pulse repetition rate of 1.8-MHZ and minimum 75-degree field-of-view
• Scan range from 500 - 800m with a repeatable accuracy of 20mm
• External connections for multiple inertial measurement unit interoperability
• Support online waveform processing for calibrated intensity and range measurements
• Integration of inertial measurement unit
• Software for post processing, registration and analysis
• Mounting hardware and accessories to allow the operation of the integrated system with existing RiCOPTER unmanned aerial platforms
The VUX-SYS integrated inertial measurement unit, thermal infrared and visible spectrum camera system for unmanned aerial mapping must have the following minimum specifications:
• Provide co-registered high-resolution mirrorless RGB camera to support orthoimagery for VUX-1 sensors
• Minimum 40MPix full frame sensor RGB camera
• Provide co-registered longwave thermal infrared camera for acquisition of thermal signature imagery for VUX-1 sensors
• Longwave thermal infrared camera should have a 7.5 - 13.5 micrometer spectral band
• Mounting hardware and accessories to allow the operation of the integrated system with existing VUX-1 sensors and RiCOPTER unmanned aerial platforms
The VP-1 airborne mapping platform must have the following minimum specifications:
• Flexible installation pod for mounting to various FAA-approved external mounts compatible with various airborne aircraft
• Meets FAA size and weight restrictions for use all Meeker aviation mounts
• Compatible integration for all VUX-1 and VUX-240 laser scanners with attached inertial measurement units
Riegl USA, Inc was identified as the only vendor capable of offering a product meeting the requisite specifications and interoperability requirements with CRREL's existing Riegl hardware and uniquely designed software; fully interoperability is required to allow the system to take accurate LiDAR measurements and function seamlessly while deployed in the field alongside other Riegl equipment.
The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 500 employees.
