Notice of Intent to Award a Single Source Contract
The 1st Special Operations Contracting Squadron at Hurlburt Field, FL intends to establish a single source contract with Cowin Equipment Company, 7950 Pittman Avenue Pensacola, FL 32534, for parts and repair services of a Volvo Asphalt Compactor Roller, Model DD90HF.
The authority permitting the acquisition of this requirement by only one source reasonably available is in accordance with FAR 13.106(b) Soliciting from a single source. The Air Force Volvo Asphalt Compactor Roller hat requires repair due to a “no-start” issue. The repair includes the replacement of four (4) injectors (part # 5276192) and the installation of new ECM software .The roller is manufactured by Volvo and according to the company’s website the only local repairer is Cowin Equipment Company in Pensacola. Due to the size of the roller, transportation is restricted to within the local area, which is a 90-mile radius of Hurlburt Field, FL, 31544. Cowin Equipment already has the equipment at their facility in Pensacola to troubleshoot the "no-start" issue. The equipment has already been taken apart at Cowin Equipment Company. It would be cost effective and less time consuming to keep the asset at Cowin Equipment Company. Because of this, the circumstances of this contract action deem only one source reasonably available.
This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not as a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated, however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
All questions/comments or any quotation/response regarding this notice shall be addressed in writing via email and received no later than 11:00 A.M. CST, 12 August 2020 to the below individual.
