Added: Jun 23, 2015 3:02 pm This is a combined synopsis/solicitation for commercial items in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items. The West Palm Beach VA Medical Center (7305 North Military Trail, West Palm Beach, FL 33410) has a requirement for vascular imaging and measuring equipment and related software. The following items, or equal alternatives, are required.

This is a total small business set-aside and only offers from small businesses shall be considered. The relevant NAICS code is 334510 with a small business size standard of 500 employees. Proposals are due on Friday July 3, 2015 at 5 p.m. Eastern Time. Proposals, as well as any questions or requests for clarifications, should be submitted to Kari Jeanlouis-Haliburton, Purchasing Agent at the West Palm Beach VA Medical Center, by email (kari.jeanlouis-haliburton@va.gov) or facsimile (561-422-6507). The deadline for submitting any questions or request for clarifications is Monday June 29, 2015 at 5 p.m. Eastern Time. Other means of proposal submission must be submitted for consideration to the Contracting Officer who can be reached by phone, (561) 422-1272, or email, kari.jeanlouis-haliburton@va.gov. In all cases, offerors are strongly encouraged to confirm receipt of proposals.



This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ). This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. The Government is allowing sellers to submit bids for alternate items, provided those items meet all of the salient physical, functional, or performance characteristics specified by this solicitation. Sellers MUST enter exactly what they are bidding (including make, model and description) in order for the bid to be considered. The Government will evaluate 'equal' items on the basis of information furnished by the seller or identified in the bid and reasonably available to the Government. The Government is not responsible for locating or obtaining any information not identified in the Bid.

Evaluation Criteria:

The government will award a commercial item purchase order to the offeror that presents the best value to the Government with price and technical capability considered. The technical factors are listed below.

" Provide an arterial specific measurement that allows physicians to determine ischemia potential.

" Provide a Fractional Flow Reserve number that consists of a ratio of arterial distal pressure to aortic pressure.

" Provide a system that allows physicians to not only clarify the type of ischemia, but also where the lesion begins and ends.

" Offer a Imaging feature that allows physicians to easily assess stent apposition and lumen size with blood red highlighted images.

" Virtual Histology-Plaque Characterization

" Doppler like tool for determining blood flow

" different types of imaging catheters for different vessel sizes or working wire sizes

" 60mm imaging depth for Aortic and Venous applications

" Electronic DICOM storage compatibility

" PC-based system

" DICOM Worklist Compatible

All offeror's must include details in the quote on how they are able to meet the technical factor. Past performance may be submitted with quote.



Equipment Condition:

New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

Offer Period:

Bid MUST be good for 30 calendar days after close of Buy.

Shipping Condition:

Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the Government, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Delivery Requirement:

No partial shipments are permitted unless specifically authorized at the time of award. Delivery is required within 15 days after award of the contract.

SAM Requirement:

Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at http://www.sam.gov.
