NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The signed sole source justification will be posted at award.
The Naval Research Laboratory (NRL) intends to award a sole source purchase order for a Visible Fiber Laser. Intended use is laser cooling, trapping, and driving of stimulated Raman transitions in a dual-stage cold-rubidium beam.
Frequency doubled fiber laser with output at 780.24 nm and access to pre-doubling light at 1560.48 nm. Output power > 1 W from polarization maintaining single mode fiber with FC/APC connector. Output power stability 1% or better. Laser linewidth < 250 kHz. Laser center frequency at rubidium-87 D2 line, with tuning access to F=2 to F'=3 transition and F=1 to F'=2 transition. Total tuning range at least 8 GHz. Wavelength locking modulation input. Operating temperature range 5-35 C without frequency drift or output power change. Single-module, rack-mountable.
Failure to meet the above specifications result in instability and phase errors in atom interferometry in the rubidium beam and inability to perform planned dual-species interferometer measurements.
