About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a VHF Communications Transceiver (NSN 7R-1680-015855344-P8) with a quantity of 1 unit to be delivered FOB Origin. This pre-solicitation notice involves a highly specialized procurement requiring engineering source approval by the design control activity, with strict qualification requirements for potential contractors. Only previously approved sources are being solicited for this flight-critical item, and any new source must undergo a comprehensive qualification process through NAVSUP Weapon Systems Support (NAVSUP WSS). Contractors must submit detailed technical data and source approval information according to specific brochures available on the NAVSUP website, with offers lacking complete documentation being automatically disqualified. The proposal response deadline is January 27, 2025, and interested parties must demonstrate they meet all qualification requirements at the time of award, in accordance with FAR clause 52.209-1.

The pre-solicitation notice does not indicate any specific set-aside designations, and no incumbent contractors are named in the document. While no specific award value is mentioned, the procurement is for a single unit of a specialized communications transceiver for military aircraft. The qualification process is rigorous, emphasizing that contractors must prove they have unique engineering capabilities, manufacturing skills, and technical knowledge specific to this component. Potential contractors must be prepared to submit comprehensive technical documentation and potentially undergo an extensive source approval process that could impact contract timelines. Additional technical documentation and standards can be obtained through the DoDSingle Stock Point (DODSSP) and ASSIST-Online resources, with support available through their help desk if needed.
