This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to VUV Analytics, Inc., 715 Discovery Blvd., Ste. 502, Cedar Park, TX 78613 for the acquisition of one (1) VGA-101 Vacuum Ultraviolet Gas Chromatography Detector with Expanded Wavelength Spectrum.
The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 90 days.
The purpose of this procurement is to purchase one VGA-101 Vacuum Ultraviolet Gas Chromatography Detector with the ability to expand the wavelength spectrum to account for all possible analytes. The VUV Analytics VGA-101 is a portable, versatile, efficient and reliable instrument that is easy to use, eliminating the need for routine maintenance and the use of vacuum pumps. This instrument provides unique fingerprint identification and quantification of compounds. It has unique sensitivity allowing for unambiguous compound identification including cis/trans isomer resolution in complex matrices, making it a unique complement to the MS techniques that are currently being employed in the laboratory. The VGA-101 is able to complete a non-destructive analysis and has an outstanding measurement sensitivity at consistently low picogram limit of detection. The software that is supplied with this instrument is also compatible with other software that is currently running on the instrument computers. Other instrumentation does not allow for reading of other analytes of interest; especially the identification of ci/trans isomers at full resolution and there are no other UV detectors products on the market that can be used as an attachment to the GCMS instrumentation. VUV Analytics, Inc. is the only source for this instrument that can meet our specific requirements.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to VUV Analytics, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 2:00pm eastern standard time on August 6, 2017. Reference solicitation number RFP #2017-Q-67199 in the subject line of the email.
A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
