This is a pre-solicitation notice only.
  The solicitation details (including the technical requirements) will NOT be available until the official solicitation is posted on DIBBS.



DLA Aviation Richmond intends to issue a solicitation to procure the following supplies and services:  QTY of one (1) Vertical Grinding Machine (including pallet system & tooling). The vendor will be responsible for complete project design, fabrication, a new foundation and installation.  Performance will be at the Marine Corps Air Station in Cherry Point, NC.



  • The solicitation will be unrestricted, with full and open competition.
  • A complete technical data package will be available when the solicitation opens.
  • The estimated release date for the solicitation is on or about 10/8/13.  The anticipated closing date is 11/26/13. 
  • A site visit is tentatively scheduled for 10/23/13; the date will be confirmed when the solicitation opens.
  • The anticipated performance period is 320 days ARO.
  • A specialized Quality Assurance Provision will be included.
  • Offers will be evaluated based on a combination of technical compliance, price and past performance. 
  • The solicitation will include provision 52.215-9023, Reverse Auction.  Since a Reverse Auction may be conducted, offerors are encouraged to access the Procurex system and review the Reverse Auction help tutorials at: https://dla.ProcureXinc.com (link is case sensitive) to learn more about how to participate in an auction.
  • The award will be made as a firm, fixed-price contract. 
  • FOB at Destination.
  • Preliminary Inspection of the machine shall be at ORIGIN with Final Inspection and Acceptance at DESTINATION (after completion of installation, training and all other contract requirements).
