About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking procurement of a Valve Assembly (NSN 4Y-4820-013739317) with a total quantity of 3 units, to be delivered FOB Origin. The agency intends to solicit and negotiate with only one source under FAR 6.302-1, citing unique data rights and economic constraints that prevent competitive sourcing. All responsible sources are invited to identify their interest and capability by submitting proposals, quotations, or capability statements within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government retains sole discretion in determining whether to compete the proposed contract, and any information received will primarily be used to assess potential competitive procurement options. The current solicitation is classified as a Pre-solicitation Notice with a posted date of February 15, 2025, and a response due date of March 18, 2025.

The contract opportunity does not have a specific small business set-aside designation, and no incumbent contractors are mentioned in the notice. The specific contract value is not disclosed, though the procurement is for a limited quantity of 3 valve assemblies. The product falls under PSC Category 4820-P for Nonpowered Valves, indicating specialized technical equipment for military or naval applications. The government has determined that purchasing the data rights or attempting to reverse engineer the part would be uneconomically feasible, which substantially limits potential competitive bidding. This procurement approach suggests a targeted, single-source acquisition strategy designed to efficiently meet a specific naval equipment requirement with minimal administrative overhead.
