Added: Sep 19, 2016 4:37 pm
This is a combined synopsis/solicitation which is expected to result in multiple Firm Fixed Price awards. The Government has a requirement to fill 150 rooms each regularly scheduled drill. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. An award, if any, will be made with the responsible offeror(s) who submits a proposal that (1) conforms to the requirements of the combined synopsis/solicitation; (2) represents the best value to the Government, prices and factors considered. The Contracting Officer may choose to issue multiple awards. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the fairness and reasonableness of the prices in the proposals received. Please reference solicitation # W912LA-16-T-9002 on all correspondence. Partial proposals will not be considered.
See attached Combined Synopsis/Solicitation W912LA-16-T-9002, which includes the Performance Work Statement (PWS).
Set-Aside: This is a Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) Code is 721110-Hotels (except Casino Hotels) and Motels, and the size standard is $32.5M.
Offerors will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and the award will be made to the lowest priced offeror(s) that meet the minimum requirement. There will be no advanced payments.
Questions shall be submitted by offerors and received by 146 MSG/MSC no later than 1200 PST 21 September 2016. If questions are received after the due date and time identified in this RFP, the Government may or may not provide answers. Proposals are due no later than 23 September 2016 at 1:00 pm PST. Proposals shall be valid for 90 days after proposal due date.
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The proposals are intended to be evaluated, and award made, without discussions with the offerors, unless discussions are deemed to be necessary.
Contractors interested in submitting an offer must acknowledge the requirement that prospective awardees shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment, IAW FAR 52.204-7, System for Award Management. Also, IAW FAR 52.204-13, System for Award Management Maintenance; a contractor is responsible for the accuracy and completeness of the data within the SAM database and is required to review and update their SAM registration on an annual basis.
