The Southeast Regional Maintenance Center intends to issue a request for proposal (RFP) on a small business cascading evaluation preference to solicit sources capable of supporting a continuous maintenance availability (CMAV) to include various hull, machinery, electrical, piping and other work on USS LASSEN (DDG 82). USS LASSEN (DDG 82) is currently under radiological controls. The following systems are under full radiological controls: (a) gas turbine intake/exhausts, (b) gas turbine motors, modules, and associated intake/exhaust ducting, and (c) gas turbine waste drain system. Offerors must have or be able to obtain an Master Ship Repair Agreement (MSRA) by the time of award.
This synopsis is for information purposes only and does not constitute a solicitation or any Government commitment. The Government will not reimburse interested parties to this notice for any costs associated with responding or subsequent information exchanges. Future announcements will appear on the Federal Business Opportunities (FBO) page located at https://www.fbo.gov, which interested parties should monitor for updates.
In accordance with 10 U.S.C. 7299A, the "Homeport Statute", this procurement will solicit offers from all offerors capable of performing the work in the Mayport homeport area.
The Government reserves the right to consider only proposals from small business concerns if it receives at least two proposals from responsible small business concerns and an award can be made at a fair market price. If the Government does not receive at least two qualified small business proposals, the small business cascading evaluation preference will be removed, and the competition will be considered full and open. All know sources are expected to participate.
NOTE: All offerors, both large and small business concerns, are required to submit proposals at the close of this solicitation in order to be considered during any time of this process.
The Government expects to post the RFP on or about 28 MAR 2016.
