"Fragmentation Helmet, Lightweight, Type I, USMC (MC Helmet) is a Type I Helmet that has a full PASGT cut shape. The item is to be made in accordance with Purchase Description FQ/PD-06-35C, dated August 31, 2011 and interim changes dated 10/15/13, 7/23/13, 3/2/12, 1/24/12, and 11/3/11 and DOT & E Protocol. A contract (SPE1C1-16-C-0016) was awarded competitively to ArmorSource on April 15, 2016 for 10,000 MC Helmets. The MC Helmet comes with the Chinstrap/Retention System and the required hardware (screws and posts). However, the replacement Chinstrap/Retention System does not come with the hardware. The replacement hardware is required to attach the Chinstrap/Retention System to the helmet. The ArmorSource MC Helmet also requires spacers. The United States Marine Corps (USMC) have determined that they require replacement screws, posts and spacers for the MC Helmet. The screws and posts are part numbered items with BAE Systems and ArmorSource. The spacer is an ArmorSource part numbered item.
Based on market research findings ArmorSource is the only viable source of supply for the three items.
The current technical language for the hardware states that each lot of hardware are required to be ballistically tested on MC Helmets. It has been determined adding the three items to the current ArmorSource contract is the most feasible method. No additional helmets would be required for testing since the ballistic lot testing is already part of the ArmorSource contract. If the hardware is added to the current contract, ArmorSource will be able to use part of the approved hardware lots on their helmets and the other part as individual components without any additional testing. In addition, adding the hardware to the current contract will eliminate unnecessary additional testing costs and First Article Testing will not be required.
Based on the foregoing it has been determined that adding the hardware (screws, posts and spacers) to the current ArmorSource contract (SPE1C1-16-C-0016) is within scope of the contract since the hardware is initially provided as part of the MC helmet.
