Statement of Work for 550 Upgrades

1.0 PURPOSE



Upgrade two L-3 550 Data Processing Systems to handle a minimum of 40Mbps data stream used by the 586 FLTS to display critical test mission telemetry data. The 586 FLTS is required to upgrade the two L3 550 data Processing Systems to support an upcoming program.



2.0 SCOPE



Purchase of required data processing hardware compatible to handle a minimum of 40Mbps data streams.


1. Vendor will perform hardware upgrades to L-3 550 data processing system S/N 87528 to handle a minimum of (4) 40Mbps data streams.


2. Vendor will perform hardware upgrades to L-3 550 data processing system S/N 87527 from a (2) data stream to a (4) data stream system handling a minimum of (4) 40Mbps data streams.


3. Vendor will perform all upgrades at the L-3 plant.


4. Vendor will test and ensure both L-3 550 data processing systems are fully functional and will handle up to (4) 40Mbps data streams per system at the same time.



3.0 REQUIREMENTS



1. 586 FLTS will co-ordinate with Vendor on sending the (2) L-3 550 systems to them for the hardware upgrades.



4.0 DELIVERABLES



1. Two (2) fully upgraded and functioning L-3 550 data processing system that will handle a minimum of (4) 40Mbps data streams.

NOTICE OF CONTRACT ACTION (NOCA)


The Air Force Test Center (AFTC), Arnold AFB, Tennessee has concluded their market research and intends to solicit, negotiate, and award a sole source firm-fixed price (FFP) purchase order under FAR 13, Simplified Acquisition Procedures, to L3 Technologies, Inc., 9020 Balboa Ave., San Diego CA  92123.  The proposed North American Industry Classification System (NAICS) code for this acquisition is 518210, size standard $32,500,000.

This purchase order will be for two (2) fully upgraded and functioning L-3 550 data processing systems that will handle a minimum of four(4) 40Mbps data streams.in accordance with the attached statement of work.


 


The anticipated award date is 1 September 2017. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Although the Government intends to solicit and award a sole source purchase order under the authority of FAR 13.106-1(b)(1)(i), all responsible sources may submit a capability statement which will be considered by the Government if received no later than 5 September 2017 at 2:00 PM CDT.
