Notice of Intent for sole source procurement of maintenance, development, updates, and support of existing USGS software development for USGS Land Use Land Cover (LULC) Studies.
The US Geological Survey (USGS) Geologic Division, Menlo Park, CA, requires continued support in the maintenance, development, updates, and support of existing software packages used to create a prototype Land Use Land Cover (LULC) carbon model, as a proof-of-concept, building on USGS spatial LULC modeling currently underway. The USGS in conjunction with the US Forrest Service, The Nature Conservatory, and LANDFIRE Project, developed State-and Transaction Simulation Models (ST-SIM's) designed to predict how vegetation will change across a landscape over time in response to interactions between succession, distribution, and management. To that effect, the USGS intends to negotiate on a sole source basis using the procedures identified in FAR 13.106(b)(2) and 13.5, Test Program for Certain Commercial Items, with Apex Resource Management, Ltd., Ottawa, Ontario, Canada. Apex is the sole provider for ST-SIM software packages and owns the intellectual property rights to modify any existing packages. Concerns responding to this pre-solicitation must furnish concise responses directly to the requirements mentioned above and are invited to submit capability statements no later than the closing date of the announcement 04/24/2015. Responses must include complete description of services to be provided and contain sufficient technical information to allow agency analysis to establish bona fide capabilities. Submissions will include specific samples of STSM's and other vital software packages, may be sent to the Contracting Officer at sevans@usgs.gov.
