THIS IS A BRAND NAME ACQUISITION.


This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. 


This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2005-82 and DFARs change notice (DPN) 2015602. NAICS is 333517 with a small business size standard of 500 employees.


The Air Force Test Center (AFTC)/PZIEB Edwards AFB, CA is soliciting a Tube Bender one (1) Each Vectorbend Model 42 ELEC Automatic Programmable CNC Tube Bender, 6mm-50mm T.O.D Capacity, Less Tools; one (1) Each Remote Start Footswitch; one (1) Collet Control Footswitch; one (1) Mandrel Bending Package with Manual Tangent Adjust; one (1) 1-Meter Extended Length (provides 2.5M (98.5") tube length cap); one (1) Mandrel Rod Support for 1 Meter Extended Bed, One Trolley; three (3) Additional Rubberflex Collet & Tube Stop (1 required for ea. TOD); one (1) Air Conditioning Electronics (recommended when ambient temperatures exceed 100 deg F); one (1) Machine Mounts; one (1) Tooling Adapters for Existing Eaton Leonard VB 200SE Tube Bender Tools; one (1) Programmable X-Axis.

Delivery: 14-16 WARO    Place of delivery, performance, and acceptance is FOB Destination, Edwards AFB, CA 93524.


Interested parties who believe they can meet all the requirements for the items described in this combined synopsis are invited to submit in writing a complete quote including delivery FOB Destination to Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations:

This requirement will be negotiated on an other than full and open competition basis in accordance with 41 USC 1901, as implemented by FAR 13.501(a)(ii). Interested persons may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within five days after the date of publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, Eaton Leonard, is the only known manufacturer. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-82 and DPN 20150420. The applicable NAICS code for this requirement is 333517 and has a size standard of 500 employees. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 60 calendar days after date of proposal receipt.
