Added: Mar 24, 2016 4:01 pm The Southern Arizona VA Health Care System (SAVAHCS) intends to negotiate a firm fixed-price contract with the Tohono O Odam Ki-Ki Association on a sole source basis pursuant FAR 6.302-1 Only One Responsible Source and No other Services will Satisfy Agency Requirements.



Tohono O Odam Ki-Ki Association will assist with the provision of housing placement services, case management and other supportive services through the Tribal Housing and Urban Development -Veterans Affairs Supportive Housing (HUD-VASH) Program. The Tribal HUD-VASH Program is designed to bring the HUD-VASH program to American Indian/Native Alaskan tribes living on or near sovereign tribal lands.



HUD-VASH is designed to serve homeless Veterans and their families, per the McKinney-Vento Act with the updated definition of "homeless" as found in the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. For this Program only, HUD further clarifies and defines "homeless" to incorporate cultural variations to homeless needs specific to tribal locations. Many homeless Veterans have co-morbid conditions that include serious mental illnesses, substance use disorders, and other serious medical conditions. VA intends to engage an adequately credentialed Contractor from the tribe receiving vouchers with the required cultural knowledge and competence to provide case management, supportive and housing placement services to HUD-VASH eligible Veterans and their families living on or near tribal lands.



Due to the unique aspect of this bringing HUD-VASH Program to American Indian/Alaska Native Veterans living on or near sovereign tribal lands requires exclusive knowledge of cultural properties, language, and customs specific to that sovereign tribe. No other contractor can perform or fulfill these requirements without this specific knowledge.



The North American Industry Classification System (NAICS) is 621330 and the size standard is $7.5 million. Any firms who wish to identify their interests and capability to provide this service must provide proof of their capabilities as described above no later than 12:00 PM local Arizona time, April 1, 2016. Notifications shall be mailed or emailed to L. Danielle Sepulveda (678/9-90C), Contracting Officer, 3601 S 6th Ave, Tucson, AZ 85723 or Lillian.Sepulveda@va.gov.



Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Southern Arizona VA Health Care System will proceed with the sole source negotiation with the Tohono O Odam Ki-Ki Association. This notice is not request for competitive proposals or quotes.
