About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to sole source a contract for the purchase of Tri-Cam Storage Containers (CONEX) for the Reno VA Medical Center. This procurement is being conducted under FAR 13.106-1(b)(1) authority, with the agency asserting that only one source is available to meet their specific requirements. The contract will be awarded to Williams Scotsman, Inc. for 14 specific 20' standard Tri-Cam containers that are currently being leased but need to be converted to VA-owned property due to changing space utilization needs and cost considerations. Evaluation will be based on price and the ability to provide the specific container models already in use, with the government reserving the right to conduct discussions if necessary. Responses must be submitted to Leah Smith at leah.smith@va.gov by July 23, 2025, at 11:00 AM Pacific Time, and any non-OEM vendors must provide an authorized distributor letter signed by the original equipment manufacturer.
This procurement has no set-aside designation and is classified under NAICS code 236210 (Industrial Building Construction) with a small business size standard of $45 million. Williams Scotsman, Inc., located at 4646 E Van Buren St Ste 400, Phoenix, AZ 85008-6927, is the intended sole source contractor as the only entity capable of providing the specific units already in use at the facility. The contract involves the purchase of 14 twenty-foot standard Tri-Cam storage containers with a performance period from September 15, 2025, to September 30, 2025, for final completion by September 30, 2025. The containers will be delivered FOB destination to 975 Kirman Ave, Reno, NV 89502, where the Reno VA Medical Center is located. The government has indicated that transitioning to alternative storage solutions or vendors would introduce extensive costs and delays, making the sole source approach the most practical solution for their operational needs.
Notice text
This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(1), only one source being available to meet the Government’s need. The contract is estimated for final completion by 09/30/2025.
The North American Industrial Classification System (NAICS) code for this procurement is 236210, Industrial Building Construction, with a small business size standard of $45M. The FSC/PSC is 5410 – Prefabricated and Portable Buildings.
The Department of Veterans Affairs intends to solicit a firm fixed price contract for Tri-Cam Storage Units (CONEX) to Williams Scotsman, Inc, 4646 E Van Buren St Ste 400, Phoenix, AZ 85008-6927. There are no other sources that will satisfy agency requirements for the necessary items.
The Reno VA Medical Center (VAMC) has a requirement to convert current CONEX rentals to VA owned property. The expectations for total timeframe of need and hospital space utilization have changed in a manner that makes the lease vs. buy heavily favored towards purchase. As the CONEX have already been delivered and are currently being utilized, the consideration of any other storage solutions or vendors would introduce extensive costs and delays for the transition of space. The transition to other solutions is also assumed to lead to larger overall costs than continued use of the CONEX in place today. Only William Scotsman Inc, can provide the specific units already in use via a purchase contract.
Any responsible source that feels it is capable in performing this requirement may submit a quote for the above listed items and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. Responses should be submitted to Leah Smith at leah.smith@va.gov no later than Wednesday, 07/23/2025, at 11:00 AM Pacific Time to be considered. The Government will not pay for information submitted. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
