The purpose of this amendment is to correct the due date on the Past Performance Questionnaire (PPQ). The PPQ must be sent to the A1C Shandra Weinkauf and Ms. Kimiko Tomihira before the solicitation close date, 25 June 2014 at 4:00 PM JST (1:00 AM MT). The Air Force is soliciting for proposals from qualified vendors for an Indefinite Delivery contract for Tree Trimming, Typhoon Response, Drain Cleaning and Live Shrub and Hedge Services for Military Family Housing located at multiple military bases across Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor shall provide all management, tools, supplies, equipment, labor, manpower, and appropriate license(s), qualification(s), and permissions necessary to perform and accomplish the requirement for the 718th Civil Engineering Squadron with contract service conducted at Kadena AB, and various other Military Installations on Okinawa, Japan.
This requirement is a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be negotiated pursuant to FAR Part 15. The proposed contract will be awarded using full and open competition with a period of performance anticipated at five (5) years; consisting of one (1) base year of twelve (12) months and four (4) option periods of twelve (12) months each. The expected contract start date will be 1 October 2014. The government intends to make a single award to the offeror that represents the best overall value considering price and past performance. Solicitation No. FA5270-14-R-0002 is being issued as a Request for Proposal (RFP) advertised with a North American Industry Classification System (NAICS) code of 561730. A site visit is scheduled for prospective offerors. Proposals will be accepted when submitted via e-mail to shandra.weinkauf@us.af.mil and kimiko.tomihira.jp@us.af.mil or when hand carried, proposals must be deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Kadena AB, Okinawa. The closing date for receipt of offers will be 25 June 2014 01:00AM Mountain Time; 04:00PM Japan Standard Time. Anticipated award date will be on or around 1 September 2014.
Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.

The Air Force intends to solicit proposals from qualified vendors resulting in either a firm-fixed price or an indefinite delivery contract for Tree Trimming, Typhoon Response, Drain Cleaning, and Live Shrub and Hedge services for Military Family Housing located at multiple military bases across Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor is to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to respond to Tree Trinning/Removal; Typhoon Response; Flood Control; Drain cleaning; Live Shrub and Hedge Services throughout DoD Military Family Housing areas island wide for the 718th Civil Engineering Squadron.
This is a synopsis for commercial acquisition using Commercial Acquisition Procedures (Reference FAR Part 12) and will be conducted pursuant to FAR subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The 718th Civil Engineering Squadron has a requirement for Tree Trimming, Typhoon Response, Live Shrub and Hedge Services. The proposed contract will be awarded using full and open competition. This service will be conducted at Kadena AB, and various other military installations on Okinawa, Japan. Offerors must submit a paper copy of their proposals as well as all information required by the solicitation if proposal is submitted by email. The Request for Proposal issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for the receipt of offers will be 30 days after issuance of the solicitation. Anticipated award date will be on or around 1 September 2014.
